Bilateral actions

According to Government Gazette 781/Part Β ’/ 28-03-2014 article 6 in order to contribute to the overall objective of strengthening the relations between the Donor States and the Beneficiary States, the preparation and implementation of the EEA Financial Mechanism 2009-2014 shall, where appropriate, be carried out in partnership. Partnership may take the form of donor partnership programmes and/or donor partnership projects. In addition, within all programmes funds shall be set aside for networking and exchange of knowledge and/or for the establishment and development of partnerships and the preparation of applications for “donor partnership projects”. The scope of Bilateral Relations is to ensure efficient project implementation by the Programme Operator through the exchange, sharing and transfer of knowledge, technology, experience and good practices from the Donor Programme Partner. The donor programme partner(s) shall be invited to advice on the preparation and implementation of the donor partnership programme.

Each Programme Operator shall set aside a share of the programme budget to create a “Bilateral relations Fund” in order to facilitate:

(a) the search for project partners from the Donor States prior to or during the preparation of a project application,

(b) the development of such partnerships,

(c) the preparation of an application for a donor partnership project,

(d) networking, exchange, sharing and transfer of knowledge, technology, experience and good practices between public entities in the Donor States and the Beneficiary States.

For the current Programme Period 2009-2014 the Kingdom of Norway, acting as Donor State, has designated the Norwegian Directorate of Immigration (UDI) as Donor Programme Partner for the Programme GR-06 Capacity building of National Asylum and Migration Management Systems” .

Complimentary action by the Programme Operator

According to Government Gazette 781/Part Β ’/ 28-03-2014 article 39 each Programme Operator can undertake complimentary action in cooperation with other similar Divisions. Complimentary action consists of activities that are organized by the Programme Operator and contribute to the objective(s) of the programme with the primary aim of:

(a) Strengthening co-operation between the Programme Operators and similar entities within the Beneficiary States and Donor States; and

(b) Exchanging experiences and best practices related to the implementation of the programme.

Bilateral Actions take place according to the Presidential Decree 4/2002, as applied within the EEA Financial Mechanism2009-2014.
